Unable to configure 'State' for Singapore Promoter.

I am testing the configurations for creating a new campaign. I have to choose Singapore as the country for the 'Promoter'. In the process I discovered that I am not able to select 'State' for the Promoter since Singapore does not have a value to choose 'State'. This makes it impossible to configure and save a 'Promoter' based in Singapore. Need a solution.
