SocialAds Geotargeting

We have added SocialAds to our joomla 1.5 site wheelingaroundtown.com. It looks and works great. Now we are trying to get geotargeting to work. We have placed GeoLiteCity.dat in the proper location. In the Configure Targeting section of the component, there is only a checkbox for Social Ads - xiprofiletargeting. Even when checked, no other options appear. When creating an ad, in the targeting section is says "Entry the geo location you want your Ad to be seen in" and "Country" with a text box. When trying to enter in anything, no spaces are allowed and it does not seem to function. File ownerships and permissions seem correct. Is there some configuration we have missed? Any help would be appreciated. Thanks.
