pdf.js giving Unexpected Server Response (0) when viewed from browser

I have several pages were I need to embed PDFs. When using the pdf_embed v2.1.5 in Joomla 3.8.4 I can view the page with the pdf without issue, if I use Joomla's 'Site Preview' to access the website. If I try to view the page by any other means in Chrome, IE Explorer, Edge, or Firefox I receive the following error on the page:

PDF.js v1.0.1040 (build: 997096f)
Message: Unexpected server response (0) while retrieving PDF "http://www.mysite.com/build/articles/bookings/report.html".

Does anyone have any ideas?

NOTE: I have cleared the cache and I would like to use pdf.js.
