Paypal Adaptive Preapproval

We are trying to run Paypal Adaptive Payments in JGive as a pre-approval in Sandbox mode but the payments keep being made instantly. Is there a way to make the charges a pre-approval so that we can refund any payments made to unsuccessful campaigns?

Also, we would like the full payment to go to us, then disperse the payments if the campaign is completed successfully. Currently, the payments are going to the campaign creator immediately and the commission percentage is sent to us. Is it possible to change this?
