Max allowed donation alert preventing donation

I am trying to test donations on a campaign. The goal amount is small ($0.50), the min donation amount set to 0. On the front end I am unable to complete the donation because I am getting a message saying that the investment amount is invalid if I try to donate anything less than $1.0. Is the min allowable amount actually $1 regardless of the min donation setting?
