How i enable targeting features from the admin area.

Hello Team,

Please let me know how i enable the targeting feature in the admin area.
When i go to the 2nd step during create advert i will get one option that is "Social Targeting".
When i click on the Yes it will showing a message that is "Segmentation is not configured by the site administrator. If you are the administrator, so please set the targeting options on the backend " .

I have checked all the admin features but there is not any setting for this option. I want to show a form as live demo site of Social Ads .
So please help me Guys how i do this and enable this form in my site too.
