Make a vendor group - remove Store creation from registered users

I cannot find an option to limit the registered users access to creating a store. I need to authorize the users that will be able to create a store.

I created a new ACL level & group "vendor", and tied it to the menu items; however if I access the urls from a registered account, I do get an error but I can still open the Create Store page.

Is there an option I'm missing, or a plugin? In the store configuration and settings I can't find anything. Please help
