How do I allow a 'Manager' to approve a Vendor?

Currently only the Joomla Admin is able to review and approve a registered Joomla user to become a 'Vendor'.
I would like to configure to allow a Joomla manager to be able to perform this function and not just the Administrator.
Please advise how I can achieve this?
