Has anyone had issues with the clicks for an advertiser not showing the same stats in the website's google analytics of the advertiser?

We have an issue where the numbers are not matching up. Not only that, they seem way too high. It seems that a click, should be a click. The clients analytics is not showing the same results as the program. I have access to both and it is not being made up.
