Ad Display Priority

While I have set Ad Display Priority to custom moving up geo and textual ads, there is no effect to their displaying. Displays on every page the same rotating process and seems to ignore those ads that have set parameters of geo or txt..

Ultimate goal if possible is one rotating ad per page load based on keyword, geo other priorities
