Compulsory setting not working - is this a bug?

We added a text box that needs to be filled in with vital information before the customer can proceed so we selected the 'compulsory' tab. Unfortunately, this does not seem to work and it is possible for customers to leave this box blank so we are unable to process their orders.

Can anyone please tell us how we can ensure that this is a compulsory field.
